No delegation provider has been configured

ExCM is deployed on an extranet site which was created manually through MOSS' application management in Central Administration and extended into the extranet zone as Andrew's article instructs. We added aspnetdb connection string, role provider, and membership provider in web.config files and it all works as expected. However, by using Manage Users in ExCM it does not seem to pick up the providers we defined as default providers in web.config. The message on the page of Manage Users says: No delegation provider has been configured.

    You will receive a ‘No delegation provider has been configured’ error if no Delegation Provider has been selected in the Delegation Settings page. To select a Delegation Provider perform the following operations.
    1. Open the site on which you want to enable delegation.
    2. On the Site Actions menu, click Delegation Settings -> Modify All Delegation Settings.
    3. On the Site Settings page, in the Delegation Configuration column, click Delegation Settings.
    4. On the Delegation Settings page, in the Delegation Type section, select Role Delegation Provider (Or any other provider you wish to use).
    5. Click Finish
