When trying to activate the Data Zoom Web Part by clicking on the Activate button in the Site Settings -> Site Collection Features page the following error is displayed:
This error (HTTP 403 Forbidden) means that Internet Explorer was able to connect to the website, but it does not have permission to view the webpage.

When you activate the Data Zoom Web Part feature the application pool will copy two resource files to your IIS site. I’m guessing your application pool identity is missing access to one or both of the following locations. Can you confirm this?
Read Access
Directory: C:\Program Files\Common Files\Microsoft Shared\Web Server Extensions\12\CONFIG\Resources
The DataZoom.resx and DataZoom.en-US.resx files are copied from this directory. Your application pool will need read access to this directory and/or files.
Write Access
Directory: [IIS Virtual Directory]\App_GlobalResources\
The DataZoom.resx and DataZoom.en-US.resx files are copied to the App_GlobalResources directory of each IIS web site zone. Please be sure to enable access for each zone if your Web Application has been extended.
After granting access please try and activate the feature again.
