In some cases SharePoint can lock the web.config file and/or the SharePoint Object used to store web.config modification information. The lock could have occurred during the installation of another product or a previous installation of Workflow Essentials. In most case a system reboot will correct the issues. If you would like to solve the issues without a system reboot then you may want to look through your timer jobs to see if you see a hung application solutions installation job running or check to see if your web.config file is locked using a file monitor tool.
