Importing Site Collections/Subsites

Currently assisting a co-worker on importing SharePoint site collections/sites/subsites from another farm. When he activates the SharePoint Solutions site collection & site  features at the top-level site, the site features are not activated like they are when a brand new site collection with sites/subsites/etc is.

Other than creating a PowerShell script, running an stsadm command, or creating a custom solution, is there something we are missing when we import or start configuring the imported site to be Extranet accessible?
