This value needs to be defined in 'C:\Program Files\Common Files\microsoft shared\Web Server Extensions\12\BIN\OWSTimer.exe.config'. You should be able to use the same membership configuration elements defined in your Web Application's web.config file. Just create a new OWSTIMER.EXE.config file and copy the contents from your web.config file of your Extranet Web Application.
