Found it, it 's the -url pararmeter in stsadm -o userautomation-setpolicies.

Actually this is a bit misleading. The scope is defined by the Membership Provider. This value needs to be defined in 'C:\Program Files\Common Files\microsoft shared\Web Server Extensions\12\BIN\OWSTimer.exe.config'. You should be able to use the same membership configuration elements defined in your Web Application's web.config file.

In most cases you can copy your web.config file. Just create a new OWSTIMER.EXE.config file and copy the contents from your web.config file of your Extranet Web Application.
