File not found during site activation

Greetings,

The install of ExCM seemed to go just fine. The site collection activation succeeded, however when I try and do a site level activation I get an error:

"File not found".

Any ideas why it would do this at the site level?

Never mind. I didn't have the 3.5 framework installed. How embarrassing.
