Change Password menu not displaying

I have everything installed and running except that the users do not  get the menu options for changing passwords. The log file displays the following:

Failed to create a control from assembly 'SPSolutions.SharePoint.Delegation, Version=1.0.0.0, Culture=neutral, PublicKeyToken=08a33cc09f006379', class 'SPSolutions.SharePoint.Delegation.WebControls.DelegationPersonalActionsMenuCustomizer': Could not load file or assembly 'SPSolutions.SharePoint.Delegation, Version=1.0.0.0, Culture=neutral, PublicKeyToken=08a33cc09f006379' or one of its dependencies. The system cannot find the file specified.

    Typically the menu doesn't show up because you don't have the Delegation Components feature activated at your Site Collection. You can verify this fro Root Site -> Site Actions -> Site Settings -> Site Collection Features.

    If this does not correct the issue please send an e-mail to softwaresupport@sharepointsolutions.com and we will have someone take a look at your configuration.
